Ministry of Commerce &
Industry Holds Four Laws Conference

Hailed as a model
for public/private collaboration, the Four Laws
Conference publicizing the enactment of four
commercial laws attracted major government
officials and influential private sector
representatives. The conference was designed to
discuss the Corporation, Partnership,
Arbitration, and Mediation laws engineered by
the MoCI in response to the Afghanistan Compact
and to solicit comments for potential amendments
in Parliament.
“These
laws make it easier to establish businesses and
to resolve disputes”, said Dr. Mir Muhammad
Amin Farhang, Minister of Commerce and
Industry. “They will strengthen our private
sector and make Afghanistan more attractive to
foreign investors.”

“Commercial
laws build the foundation for a thriving private
sector,” continued Minister Farhang. “The
private sector is our engine of growth.”
Dr. Farhang hosted speakers from key government
agencies, the private sector, and USAID
including: HE Hedayat Amin Arsala, Senior
Advisor to the President; Donnie Harrington,
Director of USAID Economic Growth; Sarwar
Danish, Minister of Justice; Mustafa Kazimi,
head of Parliament’s Economic Committee; Arif
Zarif, Economic Committee member and leading
private sector voice as well as heads of the
Chambers of Commerce.
Speakers opened the two-day meeting, praised the
legal work of the MoCI, and promised to work
closely with the Ministry to continue to build
an enabling environment for the private sector.
The second day workshop-format session reviewed
the laws and took comments from attendees. As a
result of the conference, the private sector
will have an additional month to send ideas
about the laws to the MoCI.
